Blake has made only 12 appearances for Bolton since teaming back up with former Burnley boss Coyle in the summer and Norwich are one of several clubs keen to take the 34-year-old in a bid to boost their promotion challenge.
Coyle said: "I didn't want him going out on loan. I made him aware that numerous clubs had asked about him and the biggest one was Norwich.
"Robbie is an integral part of the group and he wants to stay and fight for his place.
"That's brilliant because he's a big part of what we're doing at the club."
Blake, who began his career at Darlington, counts Bradford, Burnley (twice), Birmingham and Leeds as his former clubs.
