Norwich chief executive David McNally has revealed the club had initially been content with settling for League One stability this season.McNally and manager Paul Lambert, who have both signed new contracts, led the Canaries to promotion after relegation from the Championship 12 months ago.
He told BBC Radio Norfolk: "The previous management team were looking at consolidation in League One.
"As a board we decided that wouldn't work for us."
Lambert took over from Bryan Gunn two games into the season and McNally believes the change in management brought in new priorities.
"We took the view that if you consolidated in League One you could be in League One or League Two for 10 years," said McNally.
"The only objective last season was to get promoted and all of our efforts, top to bottom, were focused on that."

Lambert's arrival, along with assistants Gary Karsa and Ian Culverhouse, who have also signed new deals, led to Norwich storming up the table and clinching the League One title.
That success produced reports linking the City boss with a move away from Carrow Road.
"I can't control the speculation and there was plenty of speculation about Paul in the second half of last season," added McNally.
"We're absolutely delighted that we've agreed a new contract with Paul. He loves it here, he relishes the challenge."
Lambert's switch from Colchester to Norwich has been at the centre of a Football League tribunal in recent days.
The result of which has seen City forced to pay the U's £425,000 in compensation, which McNally says will not affect the manager's transfer funds.
"We have budgeted for the money, so I'd like to reassure all Canary fans that the figures were not a shock," he said.
"They do not affect Paul Lambert's plans for the coming season one bit."
McNally also said the club would be bringing in new players within the next few weeks, with reports linking Cardiff's 25-year-old midfielder Solomon Taiwo with a move to Carrow Road.
