Holt picked up his fifth booking of the season against Derby last weekend and will serve a one-match ban, so Simeon Jackson is set to partner Chris Martin in attack.
Martin will make his 100th appearance for the Canaries if he plays as Paul Lambert`s side look to keep up their fine start to the season.
Midfielder Andrew Surman continues to sit out as he battles to overcome a knee injury while Adam Drury, Steven Smith, Matt Gill, Stephen Hughes and Zak Whitbread all remain sidelined.
Full-backs Drury (calf) and Smith (hip) are struggling to recover while midfielders Gill and Hughes have calf and ankle injuries respectively.
Centre-half Whitbread has been dogged by injury since joining the club and remains out with an ankle problem.
