Small, 25, is out of contract at Hillsborough and would be available for free. He is familiar to Canaries fans having scored a winner in a clash between the sides in 2007.
Small's signing would be timely given the already-departed Lee Croft has now confirmed his switch to Derby County on a three-year deal.
