Marc Libbra and Iwan Roberts scored late on but City lost 3-2 at Crystal Palace, who scored through Clinton Morrison (twice) and Dougie Freedman.
Morrison and Freedman had given Palace a 3-0 lead before goals from Libbra and Roberts gave the travelling Canaries support a glimmer of hope.
Morrison opened the scoring in the 41st minute when the Republic of Ireland international headed home Freedman's defence-splitting cross and doubled the advantage after 52 minutes with a low drive from the edge of the area after good work from Simon Rodger.
Morrison then turned provider for Freedman to add a third, with the much-travelled hitman tapping home from close range.
Palace were in total control and Morrison missed chances to complete his hat-trick, while Jovan Kirovski's 25-yard drive was well saved by Robert Green.
However, City never gave in and were rewarded with 20 minutes remaining when substitute Libbra's free-kick from the edge of the area sneeked past Matt Clarke and in.
Palace continued to dominate but The Canaries ensured an anxious finale when Roberts converted from the penalty spot after Libbra was brought down by Dean Austin with just five minutes remaining.
Nigel Worthington's side went in search of an equaliser but Palace held firm to prevent City coming away with a share of the points.
City stay fifth in the table with 26 points but need to improve their away form in they are to stay in the play-off places.
