The game kicked off with Nigel Worthington making 5 changes from the side that started against Preston North End last Wednesday. Malky Mackay, Clint Easton, Daryl Sutch, Phil Mulryne and Alex Notman all started.
A Steen Nedergaard strike was not enough as City lost 2-1 at Sheffield United after Carl Asaba and Patrick Suffo scored for the home side.
City were aiming to bounce back after their 4-0 midweek defeat at Preston North End.
There were chances for the home side early on with Michael Brown hitting a rising shot that went over the bar, and Rob Kozluk also had a 20-yard shot that went wide.
City's Clint Easton hit a far-post header wide of the goal after a cross from Nedergaard, with Alex Notman, in for Marc Libbra, then heading on target from another Nedergaard centre, which United goalkeeper Wilko de Vogt had to fingertip over the bar.
United opened the scoring when Peter Ndlovu burst in to the right-hand side of the area and his low cross was hit into the back of the net by Asaba.
The striker then had another shot at Robert Green but there was then pressure at the other end when Kozluk had to head off the line, following a goalmouth scramble.
Suffo then scored a second for The Blades when he hooked the ball into Green's top right-hand corner following a Kozluk throw into the box.
In the second half Suffo floated a free-kick onto the bar after 55 minutes, before Ndlovu had a low shot saved.
Gary Holt headed wide from a good position that would have put The Canaries back in it.
Asaba then scored on 68 minutes, but it was ruled out for a foul on Green, and then Phil Mulryne's free-kick was headed on target by defender Darren Kenton, but de Vogt saved well.
Asaba was then sent off for a second bookable offence after an elbow on City defender Craig Fleming, who required lengthy treatment.
The Canaries pulled one back on 83 minutes when Nedergaard floated a beautiful free-kick into the top corner, after a foul by Kozluk just outside the area, but City were unable to get an equaliser and went down to their second successive away defeat.
