Jacques Santini's side have made a blistering start to the season but although they dominated the 90 minutes - they could not find a way past the impressive Robert Green in the Norwich goal.
Santini made the bold decision to leave Robbie Keane on the substitutes bench and he recalled Fredi Kanoute to the starting line-up.
Sean Davis was ruled out with a knee injury while recent signing Michael Carrick was also forced to wait a bit longer for his debut after suffering a similar injury in training.
Norwich boss Nigel Worthington also made some changes, handing a first start to Youssef Safri and being able to recall David Bentley who missed the last game against Arsenal.
But it was the home side that had the better of the opening exchanges and they could have opened the scoring after 13 minutes.
Timothee Atouba made good progress down the left before planting a deep cross into the penalty box which Green did well to hold onto as Michael Brown lurked unmarked at the far post.
England hero Jermain Defoe almost made it a week to remember when he saw his shot come back off the post on 17 minutes.
The prolific striker easily turned Damien Francis and ran unchallenged towards the Norwich penalty box, before firing a low drive which cannoned back off the inside of the post.
Tottenham continued to create all the best openings and went close again to breaking the deadlock on 19 minutes.
Defoe turned provider this time, running down the left before crossing the ball towards his strike partner Kanoute, whose weak shot was easily saved by Green.
Norwich were certainly living on the edge as Tottenham created their best chance of the first half on 24 minutes.
Defender Adam Drury's weak header fell straight to Defoe whose close-range volley was superbly cleared off the line by Safri.
Norwich had to wait until the 26th minute before they created their first opportunity of the game when Simon Charlton's deep free-kick fell into the path of former Tottenham player Gary Doherty.
But Doherty's powerful header inside the box produced a fine save from Paul Robinson diving away to his right.
Tottenham went close once again on 34 minutes when Atouba's header fell nicely into the path of Jamie Redknapp who ran clear into the box, only to see his shot fall just the wrong side of the post.
Kanoute went even closer on 42 minutes when he raced onto a fantastic 30-yard pass from Pedro Mendes, but fired a stinging left-foot shot inches past the post.
Defoe caused all kinds of problems for the Canaries defence once again on 58 minutes when he ran unchallenged towards the box.
The young star fired a fierce 25-yard drive which produced another superb save from Green diving acrobatically to his left.
But for all Tottenham's dominance, it was Norwich who could have taken a shock lead on 62 minutes. Darren Huckerby weaved his way past three defenders, but saw his shot beaten out by Robinson in the Spurs goal.
But anything Robinson could do, his opposite number Green could do better as he showed on 68 minutes by producing a stunning save to deny Atouba's left-foot shot from the edge of the box.
Ledley King came to the rescue of Tottenham on 74 minutes in spectacular fashion as Huckerby looked odds on to fire his side into the lead.
The speedy striker brushed his way past Erik Edman and Robinson and looked certain to roll the ball into an empty net, only for King to produce a fantastic goal-line tackle to deny him.
